The unprecedented increases in the medical and nursing workforce over the first decade of the NHS exacerbated the problem. Between 19 the medical workforce increased by 30 per cent in England and 50 per cent in Scotland; the nursing and midwifery workforce increased by 26 per cent across Britain. Recruitment of overseas nurses Staffing crises in British hospitals had been identified long before the establishment of the NHS in 1948 and concern over nurse shortages had been the subject of numerous government inquiries which blamed low recruitment on inadequate training, poor pay, and the marriage bar. Local government officials have treated the increase in bed mandates as a source of revenue for history of immigration forum counties and a job creator for their region. 21 This has made it difficult to terminate contracts and leases on detention facilities.

Discrimination around training and career opportunities of first generation overseas health workers has had negative consequences for recruitment from the second generation. The lack of any system of accurate data to monitor the migration, immigration, recruitment and retention of health workers has exacerbated the difficulties of manpower planning. 1 This funding level would support Immigration and Customs Enforcement (ICE) with funding to maintain a detention capacity of 31,800 people in nearly 257 facilities 2 on any given night, including operational expenses, at an average of 5.05 million per day (See Figure 1). Detention should not be used as the default approach to enforcing immigration laws. Less wasteful and equally effective alternatives to detention exist. Estimates from the Department of Homeland Security american immigration rate show that the costs of these alternatives can range from 70 cents to 17 per person per day.

The House of Representatives has made clear that it intends to fund immigration detention at levels that exceed the request from the Administration, specifically 5.6 million per day spent on immigration detention and 34,000 daily detention beds for FY 2014. BME clinicians are over-represented in the lower grades of the professions, under-represented in senior managerial positions, and work in the less popular areas; fewer than history of immigration forum 10 per cent of NHS senior managers and only 1 per cent of NHS chief executives have a minority ethnic background.
